The idea on this pic is based on how Pacifist Frisk always chose to give Flowey mercy, regardless of all the things he has done. Flowey might be heartless, but I'm sure he's not that forgetful to remember the great (and how questionable it is for him) kindness that Frisk has offered to everyone. Maybe in this pic, Frisk does changes Flowey in several ways...
